Arbitrar

Arbitrar is the title given to the leader of the Colenan midlands. The Arbitrar is to a large extent an official figurehead and often chosen for having a unique physical or personality distinction--perhaps having very curly horns, being particularly shiny, or being capable of telling excellent jokes.

The Arbitrar's main job is to welcome visitors and answer to their needs or questions. She or he does, however, have one particular power of note, which is that of having the last say in an argument. Anyone in the midlands or deeplands can call upon the Arbitrar to settle a dispute, whether or not they are involved, including the Arbitrar her- or himself.

While this power is rarely invoked, general midlander philosophy is that--if the Arbitrar had to get involved--nearly any decision he or she could make is deserved. Individuals involved in the dispute will either abide by the decision or leave the portallands.

Because of the effect the portallands have on its inhabitants, Arbitrars are almost always dragons.
