Original creator is Nekogami, previously managed by UnclePervy.

"D.C.'s goverment is philosophical tyranny; intellectuals rule the happenings of D.C. The economy is that of specialized mercantilism -- depending on external situations, D. C. responds accordingly on what and how much to produce. It was once a feudal society, but a rise in philosophical thinking brought on a change in government. It's influences came from Marispola to the south, an information-rich country, now sunken beneath the waves. Dillidan comes from Parvo Dillidan, the original designer of the new government. Complex refers to the united by unique counties of the state.

"The intellectuals here determine what in society will produce positive externalities. Literally, all they do all day is figure out how to correct negative externalities.

"The market is largely free except for when there are negative externalities, that is negative effects on third parties, then they seek to limit and correct those. They're goal is a perfect utopia."
